The development of logistics can reduce the cost of matter effectively, improve the productivity, makes "the third benefit". It has been recognized by more and more industries and districts. The new concept of logistics is developed from Physical Distribution. It is indicated that logistics has become the important industry and new increasing point of national economic, and it can make the industry structure better and make the national economic sustaining development. Recent years, Hub-and-Spoke system attract more scientists. On the base of elders, Hub-and-Spoke system is applied on the regional logistics system in Liaoning, make the Liaoning Hub-and-Spoke logistics system.The first chapter discusses the backround and the basement of the research, put forward the creation and the train of thought. The second chapter look back the progress of the logistics system in the recent 20 years around the world. The third chapter discusses the basic theory of Hub-and-Spoke system, it is the theory basement of the whole paper. The fourth chapter discusses the recent situation and the problem of logistics development from three aspects: transportation logistics, merchant logistic and the post logistics. The fifth chapter studies the Liaoning logistics net from the first contact and make the index system which can choose the logistics center, as a result, choose three logistics centers in Liaoning. At last synthesize the two aspects, make the picture of Hub-and-Spoke ideal logistics system. The sixth chapter put forward the advice for the logistics system in Liaoning in the future, especially for the purpose of realizing the Hub-and-Spoke logistics system, put forward some feasible advice, give a basis of formulating Liaoning logistics development strategy.
