At Present,construction market 15 facin只the severer comPetition.Lower Priceand more fastidious customers and even some enterprises are at the edge ofbankruptcy. Therefore, the continuous use of the bureaucrat or simple marketingmanagement ladders will definitely result in failure. What's more, with the ever-fiercer market competition and increase of technology and capital, more and morepeople realize that the focus of competition has been transferred to how to considerenterprise operation, stimulus mechanism, organization structure en-block tostrengthen the core capability and sustainable competition advantage of an enterprise.If construction enterprises want to be more competitive, they should strengthenmanagement of single projects, that is to say, with a background of value chainmanagement of whole enterprise, believing in that construction project is the source ofperformance of enterprises, they should create value through optimizing operationflow to strengthen value chain management of civil engineering project.The main idea of this article is fixed on according to the topic mentioned above:civil engineering project management is described as a value chain exerting PorterValue Chain Analysis Theory. The article introduces the concept, main ideas,management elements of value chain management and puts forward that operationflow is the key to value chain management. The operation flow that will realize valuechain is divided into mainstream operation flow and assistant operation flow inaccordance with the problems occurring in value chain management of civilengineering construction project. How to optimize and recreate the processes, that is,deciding which are incremental value operation and which are not incremental valueoperation so as to cancel the non-incremental value operation to raise efficiency ofincremental value operation as high as possible and to reduce resource consumptionfor completing incremental value operation, are illustrated with emphasis in the articlewith the methods of empirical and canonical research and various modernmanagement methods and theories such as systematology, cybernetics, operationsresearch and so on.At the end of the article, some actual cases are argued and the research of thetheory of value chain management is pointed out to be a long-term, in-depth andlasting job.
