The report of the Sixteenth National Congress of the Communist Party of China (CPC) explicitly pointed out that China needs to progress in a new industrial way which promotes the high technology, cost-effective economy, low resource consumption, light environment pollution and adequately-exerted HR advantages. That the Nation drives the beneficial economic cycle and promotes to build the conservation-minded society, has been the energy development strategy of our country for the near future. From the perspective of the interaction between economic development and energy development, this essay investigates the potential and the direction of energy economy in Shanghai and presents that the Shanghai energy economy needs to develop under the principle of new industrialization and finally achieve the safety, the cleanness and the high efficiency of energy supply and consumption in Shanghai.The essay is divided into four chapters.The first chapter is the theoretical foundation. By illustrating the industrialization theory and the"new"facet of new industrialization, it highlights the interaction between the industrialization and information revolution, the sustainable development (esp. the energy economy), the mutual supplement between the substantial economy and the virtualized economy and explains the affinity and discipline of energy and economy development.The second chapter recalls the 15-year-long industrial progress and the current situation and experience of energy economy development. In 2004, the Shanghai citizen average GDP had reached the 5000 dollars and the development level had approached the initial stage of high-leveled industrialization whereas it was still far from the level of developed economy.
