The Cultivation And Development Of The Changsha High-tech Development Zone, The Industrial Chain

The development of industrial chains has great contribution to the development of High-tech Industrial Development Zones and the economic growth of local regions. This paper studies the condition of industrial chains in Changsha High-tech Industrial Development Zone, finds out their disadvantages and offers some suggestions so as to cultivate and develop the industrial chains on the basis of the industrial chain and concerning theories.The main problems of the industrial chains in Changsha High-tech Industrial Development Zone are the following: Firstly, the industrial chain of advanced manufacture is too loose and the local auxiliary system needs to be improved; the advanced manufacture industry is on the lower position of the value chain. Secondly, the "enclave" effect of electronic manufacture is a big problem and requires establishing a new chain; the software industry only occupies the backward position of the value chain. Thirdly, the new material industry is lack of the leading enterprise and the unqualified products break off its industrial chain. Besides, the poor financial support has negative effect on the development of industrial chains. Some measures should be taken to solve the problems mentioned above: improve the auxiliary system of advanced manufacture industry, take technical innovations in upper retailers; carry out virtual operation to form industrial chains; reinforce and establish the electronic manufacture chain revolving around the leading enterprise, build up the innovation network of software industry, try to occupy the upper position of the industrial chain and improve the low-grade products; put forward appropriate industrial policies for the new material industry according to its different developing stages, promote the construction of industry cluster and improve the quality of the products and establish a mode called "market demand-industry, university and research institute cooperation" to develop the industrial chain. The governments of Hunan province and Changsha should invite outside investment around the industrial chains and accelerate the construction of auxiliary system; offermore financial support; provide favorable environment and infrastructure for the cultivation and development of the industrial chains.
