To develop science and technology(S & T), human resources is the base. Considering the condition of S & T human resources in our country, this thesis analyzes many environmental factors including politics, institute, coorporating spirit of researching community and stimulating system, thus a conclusion is reached: we should bring in advanced science and technology from abroad, encourage the development of new technology in China, form and develop researching communities which are good at innovation, create a good atmosphere which satisfies talented workers, construct perfect market allocating system which encouragingS & T human resources flow, utmostly utilize the potentiality of stimulating system, provide a wider space for a sound development of S& T human resouces in our country.
