State owned enterprises (SOE), especially large-sized SOE are the pillar of national economy and the hard-core force for total well-to-do engineering. Technical reform is an important link to improve an enterprise's technical improvement, a key method for their benefit return and a strong guarantee for their growth capacity. Therefore, the technical reform of SOE are not only combined with subsist and growth of enterprises, but also with the healthy development of national economy.With the entrance to WTO and the trends of economy globalization, there are both opportunities and challenges to be put behind the SOE. Their technical reform now becomes more and more complicated than before at scales, investments and benefits etc Under this new situation, the traditional management styles and methods of technical reform cannot meet the latest SOE' requirements.This paper tries to study the SOE' technical reform management at points/lines/scope relationships from both government and SOE levers based on finding out suffering points of SOE' technical reform implementation. For the SOE lever, I try to offer the SOE' better project management module and organization structure by using the rights transition viewpoints of organization and project management theory. And for the government lever, I give actual suggestions on policies and actions for managing SOE' technical reform based on sharing with the world's technical reform experience and analyzing the existing problems of current government policies and functions.
