Circular Economy Development Research

The nature of the circular economy is a kind of ecological economy, which requires to guide the economical activity of the human society by the use of the ecological law, requires to follow the law of the nature in the economical production and to actualize the resource circulation to the great extent. To develop circular economy is the necessary choice in the environmental protection of the countries all around the world in the 21st century, furthermore it is an urgent affairs in our way to build an all-round development and wealthy society, and to realize the new-pattern mordernizatioa The seed of the circular economy ideology can be dated back to the age of the arise the environmental economical ideology. The idea of the "the universal airship ideology" proposed by Kenneth Boulding, and the margin problem of the increase of the human economy proposed by " the Roman club" is the beginning point of the circular economy ideology. This paper aims to argue systematically the content , characteristics, and the discipline of the circular economy, and to point out the that the traditional linearity developmental mode has no successor by analyzing the restrict of the economical development , and it is necessary to develop circular economy. By the use of reference of the experience of the developed countries, this paper discusses the thought of developing the circular economy from the aspects of governmental policies, distribute mechanism, and law base constructed, etc.
