The telecommunication industry is a typical net-work industry, and is considered to be a natural monopoly industry traditionally. So governments of most countries carried on strict controls to the telecommunication industry in history. With the emergence of the new techniques in telecommunication industry, its characteristic of natural monopoly has changed gradually, and its characteristic of competition is strengthening. This caused the tide of relaxing regulation in competition part of telecommunication industry worldwide since the seventies of 20th century. Our country's regulatory reform in telecommunication industry began in nineties of 20th century. After several innovations of structure, we don't still form a market structure that can make telecommunicated enterprises effectively compete. So it is very necessary to deepen our country's regulatory reform in telecommunication industry. Through analyzing western developed countries'regulatory reform about telecommunication industry, and integrating our country's special conditions, the research purpose of thisa rticle is attempted to explore a suitable regulatory mode for our country's telecommunication industry. The key words: natural monopoly regulation telecommunication industry The article is divided into three chapters. Chapter 1: this chapter summarizes the natural monopoly theory, the regulatory theory and the transform of regulatory reform of natural monopoly, which are the theoretical foundation of the regulatory reform of telecommunication industry. Chapter 2: this chapter analyzes the course of regulatory reform in telecommunication industry worldwide, and draw some common experiences of regulatory reform.. Chapter 3: this chapter indicates the status quo of our country's regulatory methods of telecommunication industry. Then shows the detailed analysis of existing problems. Finally, gives some advices on our country's regulatory reform in telecommunication industry.
