Sino-us Trade Friction, Political And Economic Analysis

With the Sino-America politics, economy, cultural association, trade volume of two countries keeps growing. Meanwhile two countries' trade friction is increasing constantly, such as, dumping problem , trade question of the fabrics , the trade question of agricultural products and intellectual property right question ,etc. U.S.A. takes more and more anti-dump, anti-subsidy to Chinese products. According to the traditional international economics theory, it is the serious distortion to the free trade and will damage the social welfare level, and bring " meaningless losses " to whole world. No doubt, trade friction has heavy negative effect on Sino-America development of trading. The economics provide all sorts of explains, including microcosmically and macroscopically respect to the trade friction. But pure trade theory can't explain the puzzlement of trade intervene policy. Political economy of trade friction introduces publicly choose theory (new political economy), probes into the level, structure, type and change of the trade intervened from the decided course of policy. Policy economics of trade thinks that the trade policy is the second-class excellent means for income distribution, it is the " charitable government" realize its social welfare, or self-profit government seeks politics support or sell the politics merchandise to some interest groups to win, or has both. This theory has strengthened the science knowledge to the policy of trade. In reality, the Sino-American political and economical relationship is strong., the relationship forms many interest groups. There is no direct relationship between the American president election and Sino-American trade friction.The paper is divided into four parts: The first part analyses state and development trend of Sino-American trade, and analyses the history of Sino-America trade frictions; In the second part, the author makes briefly retrospect to the general theory of trade friction, including the micro and macro analysis mechanism. In microcosmic theory, various countries cause friction adopting trade policy in theterms of perfect competition and imperfect competition, and industrial structure adjustment home and abroad causes trade friction. This chapter mainly analyses the political economy theory of trade friction; The third part concretely analysis the Sino-American trade friction reason from politics and economy. In generally, trade friction comes from politics games in U.S.A., it is because interest group exerts pressure on the government; The fourth part introduces some Japanese measures deal with the Japan-American trade friction, which offer reference to China. To the Sino-America trade frictions, the government procurement can't solve the basic problem. The government should take such measures: the first point is to take different measures to different interest groups. Secondly, we should research the WTO rulers to protect our benefit. Finally, we should adjust our trade policy.
