| Zhenhai Forestry Centre is located in the north of Kaiping city in Guangdong Province, about 38km to the city zone of Sanfu town in Kaiping city, It is located in the north latitude between 22°25' to 23°40' and east longitude between 112°15' to 112°45'. It is adjacent to Shuangqiao and Xiyuan at the east, to Longsheng town of Kaiping city at the west, to Cangcheng town at the south and to Shuitai town in Xinxing country of Yunfu city at the north. The average elevation of it is 20 to 110 meters, the highest elevation of it is 141.2m in Bai shi Mountain, the main scaple of Zhenhai forestry centre is a low _medium Mound region and intercross with some plains and Mesas .The southeast of the hypsography is slightly higher than the northwest, and the slope of it is about 10°to25°.In recent years, Zhenhai Forestry Centre has been managed every well by a lot of means and got exciting achievement. It has been lead by a idea of comprehensive and diversity ,using the utilization of relative science or technology ,managing in accord with laws using intensive modes, exploiting its advantages in resources technology ,and its specialties industries . In 2002, the total output value achieved $9 040 000, handed in a tax of $450 000 and made a profit of $2 000 000. As a result, the income of its staffs has been increased a lot ,and the living conditions has also been improved . For example ,the average housing area for one person increased to 30 m~2. In recent years ,It was appraised successively of Advanced Collective in Jiangmen ,Three -high Advanced Agriculture Unit in Kaiping and Remarkable Unit in Science & Technology in Kaiping.As an important subject ,the Center needs to find the access to sustainable development so as to keep its current momentum .So the paper puts forward the plan and measures so as to make it to become a national forestry park .The study include the aspects as follows:1. According to the conditions of the physical geography, natural resource economic about Zhenhai forestry center, and the purpose to set up a country forest park ,some approaches and measures which can be used to realize ecological economics' sustainable development are suggested.2. The eco-environmental benefit of the forest resource, travel resources and the conditions of exploiture have been evaluated. The result shows that there are plenty offorest resources and big natural reservoirs,the depth of the lake is up to 40m, the water quality reaches to water-drinking standard in Zhenhai forestry center . There is no pollution around. Every index shows that the air in the park is fresh and contains plenty of negative hydronium; the level of radiation dose and environment yawp both are very low; the quality of water and environment is excellent. It is suitable for organizing forest travel .It is also an ideal place for preventing sunstroke, taking holidays and having a rest. Result of travel resource and exploiture condition evaluating : The totel score is 63.5,the score of landscape resource is 63.5 and exploiture condition is 62.8. It reaches to the standard to set up a provincial forest park.3. According to the total gist of program and plan, we bring forward the total principle of establishing Zhenhai forestry station as a national forest park. ? Insist principle protecting firstly and exploiting secondary, making use of its effect in zoology, economy and society. (2) Insist giving prominence to characteristic, it's forestry and advantage in outstanding environment. Make full use of the spacious water of the Zhenhai lake, program completely, layout reasonable , design with meticulously, development synthetically.? Make sure that the programming starts with a high standard, high jumping-off point and suit the actual need.? Insist the principle that construction in scenery place and set up of amusement item in accordance with its environment (§) Insist the principle should develop independently and combining with absorbing investment actively, concentrating the funds to the pre-requisite, easily first then difficult behind, developing gradually.4. To design various programs for Zhnhai forest park .Mainly including the items as follows : (D Total layout and subsection programming.
