Twenty-first Century, China’s construction enterprises ushered in an unprecedented historical development opportunity. Corresponding with the opportunity, in the construction industry is full of all kinds of fierce challenge and competition, the slowdown in construction market, excessive growth of construction enterprises, construction market appeared demand exceeds supply. The state-owned construction enterprises, due to the old enterprise concept, the enterprise burden is too heavy, leading to the share of the market share of the year by year. How to open up the market, how to improve the ability of market development, especially how to improve the market development ability of the state-owned construction enterprises is a common problem that must be faced in the present. How to occupy a certain share in the existing basis of the enterprise, and open up the market in the new field, the market share, which is the problem that every building construction enterprise must face.
