Mobile Virtual Network Operator(MVNO) has been developed for many years in developed nations, and it is still to be a new service in our country. An MVNO usually rents based telecommunication infrastructures from traditional mobile operator to supply a more personalized communication service for consumers. Simultaneously, traditional mobile operators increase the settlement income by means of subletting telecommunication infrastructures, which also decreases the marketing cost in certain extent, while save more resources invest in core business. There is a fierce competition between MVNO and traditional mobile operator due to limited user resources and market, therefore a relationship of competition and cooperation is formed between MVNOs and traditional operators.Currently, MVNOs have accrued a number of consumers and a rapid development, but it also runs into another complication in developing stage, such as operating loss and number resources scarcity because of internal reason of self management and external reason of traditional operators of cooperation environment. Thus this dissertation illustrates that qualitative analysis of foreign case studies, which offer the development of experience for domestic MVNOs, and focus on the competition between MVNOs and traditional mobile operators in quantitative analysis, which researches factors and regularity of their possibilities for cooperation.The thesis demonstrates a research point which dependents on competition-cooperation relationship between two operators, to introduce evolutionary game theory, establish the evolutionary game model of competition-cooperation, settle evolutionary stable strategy and analyse evolution track. The study also focuses on analysis that promoted factor in evolution of cooperation in two operators, which find cooperation probability is negative correlation related on cooperation cost and excess profits in non-cooperation, and it is positive correlation dependents on sale revenue, user scale and intensity of network externalities. There is an optimal allocation coefficient of excess profit, which makes maximum cooperation between MVNOs and traditional operators.Then, the study combines with actual situation, considering the relationship of competition with China Mobile, China Unicom and China Telecom, to establish in twice respectively evolution game model by assuming a traditional operator cooperative or non-cooperative strategy and to analyse the game between three traditional operators and MVNOs. In this article, the evolutionary game is applied into cooperative mechanism of MVNOs the research, there is a certain theoretical value and practical guiding significance.
