China’s population of 16 to 60 years of age reduced to 911 million in 2015, decreased for the fourth consecutive year. On February 29, 2016, Ministry of human resources and social security said that this year will be out to delay retirement scheme, and said delay retirement policy to small step walking, step by step in place, and also distinction, implement step by step ".Thus, the factors of human capital investment and consumption demand will become an important constraint of the healthy and sustainable development of economy. However, with the deepening of China’s population aging degree, elderly population continues to increase and the working age population reducing, it will become an important barrier to investment in human capital, and resulted in the continuous decline in spending power. Therefore, the development and utilization of the elderly human resources is very necessary.In the selected city as the research object after the young elderly, First of all, the number of young city elderly population were analyzed from static and trend of dynamic change;Then,we have a specific discussion about the quality of old city young human resources from the angle of human capital characteristics;At the end, the city young elderly labor participation are analyzed.This paper combined with life cycle theory, the family human capital theory and the theory of economic, through the analysis of China’s urban young elderly human capital and labor participation, the author thinks that the urban young elderly human capital is one of key influencing factors of labor force participation. Therefore, make the labor participation as the dependent variable, level of education, professional skill and health status as independent variables, age, gender, marital status, economic conditions and social insurance and other control variables, Establish probit model. By stepwise regression analysis showed that: age, gender, marital status, professional skills, health status and high school education level and above groups of educational level of urban young elderly labor participation decisions have a significant impact, and junior high school education or less the urban young old people education level on the labor force participation decision influence is not significant. Finally, in age and gender marginal effect comparative analysis we proposed that development of urban young elderly reuse should be attention to the gender and age differences in the effects, and make the correct development strategy according to their specific characteristics. including that the 60-65 years old group should be the main development object; then use should pay attention to gender differences, And in the urban young elderly human capital development of priorities proposed giving priority to the development of elderly people skills training platform; to increase the supply of health services for the aged; pay attention to the culture of high school above degree elderly reducation countermeasures and so on.
