| With the rapid development of economic and social associated with the degradation of environmental and resources problems, the industrial economy creates a huge wealth of human material. At the same time, this extensive mode of development also causes irreparable damage to our natural environment. Jiangsu Province as a big economic province of China, the growth of industry economy is the main support of Jiangsu, thus the environmental pollution problems also are seriously in Jiangsu. According to the theories of industrial organization, one of the major causes of environmental problems is irrational industrial structures. Optimization and upgrading of industrial structure is the key path to solve the environmental degradation pressure and sustainable economic development. Meanwhile, under the control of environmental pollution and maintain the dual pressures of economic growth, more and more environmental regulations accepted by the government, businesses and the public which as environmental constraints imposed by the enterprise to promote the upgrading of industrial structure intrinsic motivators. Based on this, in the process of achieving environmental protection and promote the healthy development of the economy, the study of environmental regulation and upgrading of industrial structure is very important.Due to the negative externalization character of environment, solving environmental problems has relied on coercion actions of the government, and whether the constraint of formal environmental regulations can promote economic development has always been a controversial topic in the academic field. Therefore, under the dual pressures of economic development and environmental protection, the effectiveness of environmental regulations becomes increasingly important, as well as the system of environmental regulations also need to be improved urgently. In recent years, with the aggravation of the haze weather in Jiangsu Province, people’s living standards, and the level of education are improved; People’s environmental awareness is increasing gradually, and the public begin to care about the environment on which we depend for survival. To a certain extent, it also promotes the implementation of the formal environmental policies. So for Jiangsu Province, whether environmental regulations are able to promote the rapid and sound economic development, whether the informal environmental regulations can play a positive effect on optimization and upgrading industrial structures or not are the starting point and goal of this paper research.On the basis of reviewing relevant literatures, this article firstly analyze the current situation of environmental regulations and development of industrial structures in Jiangsu Province. Secondly, it tests verified the amount of investment in pollution on behalf of environmental regulations, and then uses data in Jiangsu Province from 1990 to 2014 to analyze the impact of industrial structures. Finally, starting from the perspective of formal environmental regulations and informal environmental regulations, it uses data from 2000-2014 in thirteen provincial cities of Jiangsu Province as well as the establishment of panel data model to verify the environmental regulations of Jiangsu Province’s industrial structures upgrading influence.Firstly, the results show that there is a long co-integration relationship between environmental regulations and upgrading of industrial structure in Jiangsu Province. Secondly, strengthening formal environmental regulations can push forward the optimization and upgrading of industrial structures. Thirdly, the informal environmental regulations have a positive impact on the upgrading of the industrial structure, the improvement of educational levels and the increase of population density will contribute to the upgrading of industrial structures in Jiangsu Province. And finally, this paper puts forward the corresponding countermeasures and suggestions according to the theory and empirical results. Enriching and improving environmental regulation policies and measures is very necessary, at the same time, Jiangsu Province also need to pay more attention to strengthen the effect of informal environmental regulation. Meanwhile, we should focus on improving the statistical database of environmental regulations, establishing environmental information disclose system, broadening the channels of participation in environmental regulation for public, and further promote the healthy and sustainable development of economy, society and environment in Jiangsu Province. |
