Future competitiveness of enterprises from more fundamentally talent competition. With the implementation of Talent power line, the importance of talent all walks of life to have a new understanding of many companies to formulate scientific and rational personnel development strategy current and future period of time and the specific implementation measures. Talent Strategy implemented a direct impact on how competitive and sustainable development of enterprises. As a national basic industry water industry is currently highly skilled professionals and management personnel are seriously inadequate, far from meeting the requirements of the sustainable development of China’s water conservancy, talent development has become a bottleneck restricting the development of water conservancy. Specific measures of Z company implementation of talent development strategy can provide a reference for other companies within the industry.In this paper, the theory of human resource development strategy as a guide to Yangzhou, a company specializing in water conservancy construction of Z company as the research object, use strategic analysis of the status quo Z company talent management and internal and external environment facing the in-depth analysis, combined Z company where industry trends, the company proposed embodiment Z talent development strategy.The study found that the main problem Z company human resources development strategy implementation exist are:insufficient number of technical personnel and management personnel, partial younger age structure; the number of people with senior professional and technical level of less than normal; existing staff recruitment, training, performance appraisal, compensation system has played a certain role, but the lack of a scientific and rational procedures and methods.For competitive environment and industry characteristics Z facing the company, the paper from the human resources management system, the development of strategic principles talent, talent development of strategic objectives tripartite face of the company to implement human resources strategy was discussed and formed a basic idea of the company’s human resources management category. On this basis, specific measures are proposed Z Corporation implementation of talent development strategy from several aspects of recruitment programs, training programs, performance appraisal program, incentive and compensation programs. Finally, the feasibility of the program was evaluated and made Z Companies from organizations, institutions, funds and cultural aspects of the implementation of these safeguards talent development strategy.
