Study On The Management Model Of Pudacao National Park

The word "National Park" was originated in the United States, following the approval to establish Yellowstone National Park by the US Congress on March 1,1872. Following the establishment of the Yellowstone National Park, other countries established their own national park systems, scientifically protecting the natural, typical, rare and endangered and endemic natural environment, while at the same time, conducting recreation, research and environment education on a certain scale.Potatso National Park was developed and constructed with the joint efforts of Yunnan CCP Committee, Provincial Government, Diqing Prefecture CCP Committee and Government after successive discussions and detailed research. Potatso National Park was officially inaugurated on June 21,2007. After 9 years’ successful operation, a mature management system has been formulated.This thesis focuses on the management mechanism of Potatso National Park in terms of organizational setups, functions exploration and innovations. It first discusses the development modes of national parks in other countries and summarizes in detail the history of Potatso National Park construction and the functions it plays. It delves into the problem the park has experienced and proposes relevant solutions to solve these problems, providing practical experiences and theoretical supports for the healthy development of Potatso National Park and national park development in Yunnan Provincial as a whole. The main research contents, conclusion and innovation of this thesis are summarized as follows:(1)Thoroughly explores the construction mode of the first national park in Mainland ChinaPotatso National Park is located in the Haba Snow Mountain Scenic Area in the heartland of Three Parallel World Natural Heritage. It is known for the rich biodiversity, vulnerable ecological environment, rare and endangered and endemic species. However, the area is also an ethnic region in the remote areas of western China with underdeveloped social economy and backward ecological protection and research conditions. Furthermore, the unregulated tourism management and the short-term benefits from tourism by the local people have brought damages and negative impact to the ecological environment of Bita and Shudu lake in the region. Under the guidance of the government, the concept and operation mode of "national park" was introduced and the first national park on Mainland China was created, breaking the traditional barriers and dilemma between development and conservation in national reserve protection and scenic area. This approach satisfies the need for local social economic development and is a bald move and innovation to effectively promote the integration of local economic development ecological protection.(2)Analyzes the Management Approach of Potatso National ParkThe operation and management of Potatso National Park centers upon 5 functions, namely, environment protection, scientific research, environment education, tourism and community development. Based on the concept of "national park" construction, Potatso National Park takes into account the local realities and introduces modern enterprise management approach and technology such as performance assessment system, Level A scenic area construction mechanism and remote monitoring. With these, Potatso National Park has realized the integration of ecological, social and economic benefits even without any unprecedented rules to follow.(3)Explores scientific research and environment protection approach of Potatso National ParkThe successful operation of Potatso National Park has provided to the local ecological protection and scientific research technical assistance, fund support and research sites. The wildlife and plant inventory, wetland monitoring and master planning during the construction process have provided valuable scientific evidence and research directions for the local environment protection and scientific research. And the park has demonstrated due capacity to transfer science and technology into production force.The innovation of this thesis lies in the fact that it, from the perspectives of the park construction members, senior park managers and decision makers, analyzes the construction modes of the national park, construction process and problems, thus making the conclusion and viewpoints of thesis more feasible and practical. The research findings of this thesis will shed some lights for the ecological civilization construction and national park management in China, while at the same time, providing some valuable experiences for the future development of Potatso National Park and other national parks.
