With the rapid development of science and technology, we have entered the age of big data. The traditional single model of knowledge network is unable to meet the need of complex system. It is difficult to assist organization making-decisions effectively, too. Behind this background, the knowledge Super-network came into being that attracted many scholars. They pay their attention and exploration to the Super-network. It is composed of knowledge, knowledge agents, knowledge carriers and the relationship among them. It plays an important role in seeking sustainable and competitive strategic resources in organizations. As the most creative and the most initiative critical resources, the knowledge agents, naturally, can assist the organization to make a scientific decision-making and realize efficient management. In a word, all the organizations that involved in knowledge management need to identify the knowledge agents, such as project appraisal, title review, team building, product development, business consulting and so on.Many scholars attempt to use the methods of social network analysis to identify knowledge agents, but they can’t guarantee that the domain knowledge of these knowledge agents match decision problem very well. Further, the method of social network analysis is difficult to dynamically select the knowledge agents. This is determined by the nature and characteristic. When decision problem changed, the knowledge agents changed a little. To solve this problem, this article by introducing goal-oriented theory and identifying the critical knowledge agent, then, constructing integer programming model by using the relationship among knowledge carriers, knowledge agents and knowledge. The achievement and innovations can be summarized as follows:Study the method of goal-oriented and its description. As we all know, knowledge can’t be existed lonely. It must be attached to a carrier, leaving the storage carrier, the knowledge would be disappeared. Therefore, studying knowledge can be transferred by studying of carrier. As the main carrier of knowledge, knowledge agents, also the creators of knowledge, its initiative determines the difficulties of the research. To sort out the decision-making, we use two factors of the goal-oriented theory, one is the quality, another is the qualitatively. The quantity means that the knowledge of the agents can match the type of decision-making problems. In the other words, the identified knowledge agents can provide suggestions to the decision-making problems; the qualitatively means that the identified knowledge agents can sufficiently to solve the decision-making problem both in the depth and breadth. Namely, goal-oriented can identify the knowledge agents with contingency, to maximize utilization efficiency of talent for different decision-making problems.Build relation matrix between knowledge and knowledge agents. Explicit knowledge exists in physical carrier, however, physical carrier is made by knowledge agents. By combing the relationship of these, we find a relation matrix to describe the knowledge agents who possess the number of points. In addition, to solve substituted relation of the carrier, this paper introduces the knowledge carrier thresholds. The knowledge carrier thresholds can make balance between carrier number and knowledge quantity in substituted relation, which makes the model much more scientific and reasonable.Behind the background of the national key project recruitment, comparative traditional degree centrality with studied herein, we find that the key subject identification method based on goal-oriented, not only to meet the decision-making problems for knowledge It needs, but also maximize the reduction of the cost of decision-making.
