Energy scarcity and climate deterioration caught the government’s attention, who then proposed a concept of low-carbon economy and sustainable development. Meanwhile, producer services caught the attention of scholars and government because of its closely relationship with other industry. Yangtze River Delta, whose GDP has maintained at 20 percent to 30 percent since 2003, was a leader in our economy and technology development. She devoted to the development of producer services, walking in frontier of promoting low carbon development.Carbon emissions is not just related to manufacturing, but also associated with the producer services. Oil consumption of Yangtze River Delta has increased at present, resulting in increasing carbon dioxide emissions. Therefore, research on the influence of Production Services regional specialization to carbon emissions has a certain reference value both on the coordinated development of the Yangtze River Delta and other economic regions who wants to develop producer services.When research the influence of producer services regional specialization on carbon emissions, firstly, this paper carried out a qualitative analysis. Based on specialization, regional specialization and transaction costs, the effect mechanism of producer services of regional specialization to carbon emission, from the theoretical level with different points, has been discussed. It is considered that carbon emissions will be reduced, and the development of low-carbon technologies will be promoted, which can produce more high-quality low-carbon products, ultimately, carbon productivity improved. Combined with data analysis, the development of producer services in Yangtze River Delta has been discussed. Then, producer services regional specialization and carbon productivity are described, meanwhile, by constructing indicators including regional specialization, within C-D function theory model, quantitative analysis the influence degree of producer services on carbon emissions, and the role of industry segments in the Delta Area.It comes out a positive effect. Then the regional specialization of manufactures is included, to analyze whether the original affection will be change. It shows that the impact of regional specialization in manufacturing is not significant, and original influence remained. Then, the regional specialization of each producer services sub-sectors are also included, the result shows that transportation, storage and postal services, financial services, and scientific research and technical services has the positive impact, while software and information technology services, leasing and business services is not obvious. Finally, based on theoretical and empirical analysis, the paper put up policy advice from three aspects. Using the local difference, improving space-optimized layout and strengthening brand image. Through that we can ultimately reduce carbon emissions and improve carbon productivity goals.
