With the continuous development of economic globalization and regional economic integration, under the continuous efforts of the World Trade Organization(WTO) and the World Customs Organization(WCO), countries decrease tariffs and cut non-tariff barriers constantly. The world’s average tariff level has fallen sharply and the influence of the trade liberalization of international trade is more and more small. Promoting trade development by reducing tariffs and non-tariff barriers is difficult to make a breakthrough. At this point, such as the port of cumbersome customs procedures, low efficiency and the burden of regulation, the "trade of efficiency" as an "invisible" field access barrier is more and more valued by governments, organizations and businesses. The trade facilitation reforms, such as simplify the trade procedures, reduce trade cost, and improve the trade benefits, become the common demands of the development of foreign trade and world. During Li Keqiang’s visit to India in 2013, China and India supposed to construct BCIM economic corridor, to promote closer connection between the two big markets. In 2014, the National Development and Reform Commission issued the national strategy of "One Belt, One Road". BCIM economic corridor construction as an important supplement was promoted to the national strategic level and countries will give significant economic policy support, therefore, BCIM economic corridor construction is entering a new period of development. The core region of BCIM economic corridor- northeast China’s Yunnan province, Myanmar, Bangladesh and India- is one of the most abundant natural resources in the world. It is also one of the world’s poorest regions at the same time. So they need effective economic cooperation to get rid of poverty, to develop the economic. From the successful experience of China- ASEAN free trade area and the greater Mekong sub-regional economic cooperation, if we want to improve the BCIM economic corridor in the social and economic cooperation and perfect the present situation of lack of capital formation, the most important part of the area is the construction of trade facilitation, in addition to the connectivity.In this paper, the author conducts a comprehensive system of analysis and research on the problem of domain’s trade facilitation, in combination with the practical situation of BCIM economic corridor. The paper is divided into the following several parts: In the first part, the author introduces the selected topic background and research significance of the study, and summarizes the previous research. Moreover, the research method and technical route are also put forward in this part. The second part analysis and summarizes the present situation and the character of BCIM economic corridor from two levels of the overall and domain economic corridor. The third part establishes assessment systems, including port environment, customs environment, regulation environment and the electronic commerce, to measure 25 samples of countries, based on the data availability. Furthermore, the four primary index indicators of the status of the level are described. The fourth part establishes the index model, and regress the data of 2014 sample countries. Then according to the results of empirical analysis, the author summarizes the key direction of the BCIM economic trade facilitation corridor construction. In the fifth part, in order to promote BCIM economic trade facilitation of corridor construction and improve the level of economic cooperation, suggestions are put forward based on the two levels of BCIM economic corridor and China.
