After its invasion in Northeast of China and established the Manchukuo, Japan set up the Xing’an Four Provinces successively.To make the Mongolians important members of "Manchukuo" the Japanesecarried out several innovations. One of which includes reforming the economic subject of Mongolians for many years-stockbreeding to make it the rear of the war. Since the livestock of the Xing’an Four Provinces made up over the half of "Manchukuo’s" livestock and was noticed by the governmment,the Japanese formulated the governing policies of stockbreedingafter the establishment of the Manchukuo,The paper consists of introduction, main body, peroration, references and appendix.The main body is in four chapters. In Chapter One, I concluded the historical background, the establishing process and the governing policies and related laws of stockbreedingof Xing’an Four Provinces; In Chapter Two, I introduced the reforming propaganda of stockbreeding, the foundation of reforming factory, the sacrifice of mowing grass and the competition rally of livestock, the establishment of the stockbreeding school, and the way of breeding livestock.In Chapter Three I discussed the establishment of Epidemic prevention area, awarding the veterinarians, the disease of livestock and the conditions of epidemic prevention, precautions against natural disasters and hunting situation; In Chapter Four, I discussed the establishment of livestock market, the rules of " Out of charge" and " rationing of products", propagating and motivating the animal by-products to rear the war, and the offering of the livestock of herdsmen. In the appendix, I listed the catalogue of KoKe tuy press thewhich is relating to livestock, some picture documents and the special terms used at that time.
