| After the founding of new China,especially since the opening and reform,our country had made achievements in pension institution building,which benefits the goal of old-age securitythe "The old be raised,be treated,be happy".But as the population structure change and the development of the society,by the late 1990 s,our country entered the aging society.Not only theaging population is large,and the characteristic and trend of highly-aged,lonely is increasingly obvious,which made China under great pressure.In order to solve the problem of China’s pension,the Chinese government applied many policies and measures,and established the mode form family pension,community pension and institution pension.But with the increasing of the "421" family,family endowment function decline,then,the community endowment service not popular enough, in this case, the supplementary role of endowment institutions are important. But,our country is still facing a severe test in the development of the endowment institutions, not only on the amount, also needs to improve service quality.Therefore,to explore new mechanism and new mode of Chinese pension institution development,cracking development problems become an urgent need to pension institution of China.In this background,our country began to actively seek new ideas and paths.And the PPP mode(public-private partnerships) to government departments can be combined with the advantage of the non-governmental sector,effectively solve the existing issues in the supply of public products and services of capital,technology,and even management.From the point of the category of the world,the PPP model has been widely used by a lot of countries and regions in education,health care, pension,community service,as well as in areas such as infrastructure and affordable housing construction,and achieved fruitful results.Since 1980 s,many projects involving public products in China,especially in infrastructure projects had also begun to use the PPP mode and obtained certain achievements,but the PPP model in the supply of public products and services to domestic areas has not been really popular.So this paper tries to research the PPP mode into the construction and operation system of Chinese pension institution system,in order to solve a series of problems,such as capital shortage,low quality of service,lack of public-private benign cooperation mechanism,etc.In this paper,first of all,according to China’s development present situation and existing problems of social pension institutions,on the basis of the full theory and the domestic and foreign successful experience,we talk about the feasibility and necessity of taking PPP mode in detail.Secondly,this article looks into the domestic case on failed PPP project,through risk factor analysis,the statistics and investigation,finding that the biggest risk factor that causes the PPP project failure is "government credit risk".We also combine this with the endowment institution building and other PPP projects have in common and particularity then give the explanation.In order to avoid the risk factors for pension agency PPP projects that might have a negative impact.By using the method of evolutionary game analysis,this paper adopted finally found the way to avoid the key risk factors, which is building the benign cooperation mechanism between the government and the private sector.In the end of this paper,I provide some countermeasures and suggestions to the PPP mode which is introduced into our country social endowment institution construction.To promote the PPP mode to be better applied to the construction of China’s pension institutions,we need to make efforts from the following aspects:1.improve the relevant laws and regulations of PPP;2.choose the suitable PPP specific mode;3.improve policy support system;4.establish a benign public-private mechanism;5.strengthen the comprehensive management. |
