Faced with international financial crisis, global warming and pressure on eco-environment, governments are positively exploring sustainable economic development pattern. Green economy, Low carbon economy, inclusive growth and sustainability become international consensus and national strategy. Industry is a significant pillar for Chinese economic development, however, Chinese industry is based on resource exploitation and primary processing. It causes single industry product mix, poor innovation ability, coarse economic growth pattern, resource losses and damaged eco-environment. Areas with abundant resource just put their eyes on the fat profit which results from exploiting resource to develop industry, and ignore irretrievable damage caused to resource. A research topic, also a tough problem, is how to develop green economy and low carbon economy at areas with abundant resource. To realize development on both economy and eco-environment, transformation on resource-based economy should bond with green development and traditional, resource-based, “black” development pattern should be converted into ideal, innovation-based, “green” development pattern.Because Yunnan Province is located at an area with affluent resource, resource-intensive industry is its development pattern, which is a rough finish, such as exploiting resource and raw materials. This industry pattern results in not only the increase on emission load from industrial sewage, exhaust gas and solid waste, but also water and soil loss and ecological damage, which weaken economic competitiveness, thus economic sustainable development fails. Therefore, how to realize industrial green development in Yunnan Province should be put much emphasis on. To discover and resolve development problems, the potentialities of industrial green development should be deeply exploited and analyzed to grasp primary information. In-depth research on route selection of industrial green development in Yunnan Province has a positive guidance on rapid expansion on industrial green development.The existing research mainly relies on analyzing national status of development of green industry, however, the research on both status of development of industrial green development in Yunnan Province and motivation analysis are relatively scarce. Consequently, Yunnan Province is the research object of this dissertation. The research outline is as following. Firstly, DEA model and index of productivity model are applied to analyze industrial development of 16 cities in Yunnan Province, thus industrial development pattern of cities become clear. Secondly, to come up with suggestion for cities that do not apply industrial green development pattern and to explore the routes for developing green industry, further analysis and comparison to the incidence of factors and mechanism of action should be implemented. Last but not least, two case studies are applied to compare between the situation of Chongqing, a city located at southwest of China, that takes the lead in practicing industrial green development and the circumstance of Qujing city, a city of Yunnan Province. The result shows that there are many similarities on industrial development pattern between Qujing and Chongqing. The realization of industrial green development in Qujing could be used as reference for other cities in Yunnan Province. The application of two case studies offers empirical support for the conclusion of this paper.Through the analysis on route selection of industrial green development, the paper makes contribution to two aspects. On the one hand, based on input-output theory which is trying to obtain the most output with the least input, in other words, acquiring the most industrial output by minimizing emission of industrial pollution and consuming the least resource, the conclusion presents that increase on efficiency has a crucial effect on developing green industry. On the other hand, relying on total factor productivity analysis, the paper emphasizes that the comprehensive influence coming from technical progress and efficiency promotion is the key to improve regional green industry development. This dissertation not only broaden the theory view on industrial green development, but also offers the practical guidance to realize industrial green development for cities in Yunnan Province.
