Research On The Improvement Of Performance Evaluation System Of State - Owned Enterprises In Beijing

On August 24,2015, the State Council published "the guidance on deepening the reform of state-owned enterprises by the CPC Central Committee and the State Council", thus completed the top-level design of next phase of the state-owned enterprise reform and development.various governorates, in their development programs, declare the goals of the reform of state-owned assets, under next five-year plan to 2020,one of which is the capital oriented reform of state-owned enterprise and it becomes the most distinctive characteristics, and different types of state-owned enterprises began to implement reform strategies in different directions. By 2020, most of the cities of state-owned enterprises reform and development tasks is to making the most of the state owned assets be focused on the key parts of industries, such as the strategic emerging industries, advanced manufacturing and modern service industry and infrastructure and safeguarding the people’s livelihood industries. Thus, the various local SASACs started a new round of state-owned enterprise reform in accordance with their own characteristics, in the state-owned enterprises. In the background of a wide range of upcoming classification reform, this paper improves the original SASAC "to all subordinate state-owned" enterprises assessment method, informed by the experiences of the Beijing City SASAC regulatory classification and classification appraisal of subordinates in state owned enterprises experience, with the method of correlation, the method of KPI, the method of entropy and the method of AHP (analytic hierarchy process) to increase or decrease indexes and correct the weights. It will put forward the index system for evaluation of competitive performance of state-owned enterprises, and provide references for guiding the reform and development of state-owned enterprises.Firstly, this paper introduces the related theories and methods of evaluation; secondly, it reviews the use of the development stage of China’s economic history of each SOE performance evaluation system, combing the performance characteristics of each period of economic evaluation methods; thirdly through the analysis of the future direction of the reform and the development of state-owned enterprises and the reform focus, combined with the related experience of Beijing SASAC classification and performance evaluation of its affiliated enterprises, this paper puts forward some ideas to improve the overall competitive evaluation for the performance of state-owned enterprises, and analyzes the key problems; finally, combined the historical operating data and tasks of reform and development of the next phase economy situation,it upgrades the old system, it concludes that we should use the suitable method for the competitive state-owned enterprises. Thus, to provide reference for the improvement of performance evaluation system of state-owned competitive enterprises in other areas.
