Global economic integration in-depth and continuous development of international trade liberalization, urges the enterprise to participate in the global competition and won the resulting revenue. But in the face of the WTO rules of "fair competition" principle, enterprises also need to break through a new trade barriers-"Blue Trade barriers". The original enterprise scattered, fragmented safety management rules and regulations, it is difficult to adapt to the external environment faced by the enterprises. Therefore, to find a reasonable, feasible path breakthrough of blue trade barriers, is a realistic and urgent problem for many enterprises.This thesis designs the JHS company OHSMS as the research object, research method through the integrated use of quantitative analysis, qualitative analysis, quantitative and qualitative, of the blue trade barrier and customer JHS company faced factory inspection rules, OHSMS basic theory, relevant research results at home and abroad are analyzed, combining JHS exists in OHSMS aspects of the problem, put forward the OHSMS model and the path construction, on the content of OHSMS system of JHS company are described, and obtained some results. The main conclusion of this thesis includes:JHS set up the OHS management system is not only necessary, but also feasible, OHS operation mode selection is applicable to the company is crucial. The content of OHS management system in JHS company construction, including planning and implementation of the 17 key provisions of GB/T28001-2011 standards, the establishment of a set of system is conducive to solving method, occupation health and safety issues of JHS company at the same time, to do a more specific processes and operability of the introduction, has a strong reference. The implementation of various measures to promote the establishment of JHS company OHS system and timely assessment, is advantageous to the system requirements of landing, rooting.This paper thinks, enterprise OHS system construction is an important practical activity, especially Chinese after joining WTO, occupation health safety pressure, enterprises are facing more and more, the timely construction of OHS system is the urgent needs of the enterprise, which can reduce the external pressure, but also can give enterprises to bring the biggest profit.
