China and South Korea established diplomatic relations in 1992 and the Chinese government implement opening policy, it is promote the economic exchanges. The volume of trade between China and South Korea increased from 6.3 billion to $1562.3billion in 2009, this is near to twenty-five times. Although China and South Korea trade volume is increasing year by year, but the total amount of agricultural trade is very low,and has been declining year by year. China’s trade in South Korea has been in a deficit,but in the agricultural trade, China has kept a large surplus. In this case, the South Korean government implement the protective trade, and start a trade friction.South Korea’s first industry is weak, in order to protect their own farmers,implement the agricultural policies of over protection, which also makes South Korea to become one of not opened country in agriculture market. South Korean government formulated a series of tariff measures, such as technical standards, hygiene and prevention,etc. other non-tariff measures. also Korean think about “the domestic farm products are the best”, this is become Korea’s restricting factors.In this case, according to the international trade related research basic theory,suggest views and solutions. As Korea’s agricultural trade in the problem solving method, first, to improve the quality and safety of agricultural products. second, to increase rural infrastructure construction investment in unqualified products. third,improve the agricultural policy. Then, both China and South Korea is a member of the WTO, use enough the WTO "agreement on agriculture", so I suggested to solve the problem by the WTO rules.
