Research On Yangzhou 's Foreign Trade Policy With "Steady Growth" As The Goal

As a carriage of the "troika" of China’s economic growth, export is elevating the economic strength of our country. Yangzhou approved to be opened since 1988, economic foundation have be enhanced, economic conditions improved constantly. In recent years, the international trade situation has changed, a series of factors such as America economy lack of power, the Euro zone economy stalled state inevitably lead to sharp contraction in external demand, foreign trade exports of our city have suffered some adverse effects. In order to promote the foreign trade develop stablely and healthy, the government of Yangzhou city issued a series of policy to keep the stable growth of foreign trade, support and guide the foreign trade industry from several aspects. From the point of the effect, "steady growth" policy of foreign trade still has room for improvement. And that is the main goal of this paper.From the perspective of public policy, this paper analyzed the current main commonness of "steady growth" policy, through contrasting the stable growth policy of the state council and the government of Jiangsu province. For example, attaching great importance to the foreign trade growth mode transformation, increasing the intensity of rejuvenating trade through science and technology, increasing financial support, supporting the development of small and medium-sized enterprises, strengthening the risk prevention efforts, and building trade facilitation platform. Through the analysis of the current Yangzhou "steady growth" policy, there are the main deficiencies need to be innovated from the following aspects:cultivating international enterprises, broadening foreign trade products market coverage, speeding up the pace of transformation and upgrading of foreign trade, enhancing the core competitiveness of foreign trade, creating a good foreign trade development environment and enhancing the risk resistance ability of the foreign trade enterprise in the international market competitiveness, meanwhile, boosting confidence to promote stable and healthy development of import and export for "Three Yangzhou" theory and city construction.
