In the current era of knowledge economy, innovation has become a key driver of economic growth in the region and the engine. Development of the country (region) is inseparable from technological innovation, technological innovation and also reflects the country (region) of soft power (overall competitiveness). So the strength of technological innovation determines the economic development and social change in a country or region.In recent years, as the country’s large provincial science and technology, economy and education, the future development of Jiangsu Province, a series of major strategic adjustment, will shift its strategic focus from the excessive pursuit of GDP to improve scientific and technological innovation, regional economic competitiveness power up. For the current development of Jiangsu Province, how to scientifically evaluate the Jiangsu Province science and technology innovation, and reveal the inner laws of Jiangsu Province Science and Technology Innovation interaction, to identify the main factors to promote scientific and technological innovation capacity building, and to address the current social, economic, science and technology development, which is to promote labor-intensive industries in Jiangsu to technology-intensive industries, to achieve "industrial upgrading," the inevitable road, also based on "science and technology province" to develop Jiangsu economy, adjusting the industrial structure so as to obtain the comprehensive development the long-term strategy.This article first introduces the basic situation at home and abroad for research and development of science and technology innovation system, and then details the status of science and technology innovation in Jiangsu Province, after a clear basis in certain specific principles to build scientific and technological innovation capability evaluation index system to be followed on the comprehensive design evaluation index system of technological innovation, and discussed the evaluation methods of scientific and technological innovation. Combined with National Science and Technology Statistical Yearbook, to be input levels from technological innovation, scientific innovation environment, technology innovation output level, high-tech industrialization of scientific and technological innovation and promote economic and social development of five levels, were constructed with targeted STI indicators evaluation system, and the relevant data "factor analysis" Evaluation of 31 provinces (cities, districts) related scientific and technological innovation, including Jiangsu Province, which carry horizontal contrast, in Jiangsu Science and Technology Innovation strengths and weaknesses; Then, with five levels of the factor scores as a new variable to construct the comprehensive evaluation index system, the final evaluation results Jiangsu ranked the country’s 31 provinces, municipalities. Empirical evidence shows that:in different provinces (cities, districts) in the evaluation of scientific and technological innovation among the forefront of Jiangsu reach the upper level, but there are some problems. And on this basis, a number of technological innovation and development issues currently present in Jiangsu Province were the main analysis, the scientific and technological innovation investment and the level of economic development of Jiangsu incompatible, low technology market turnover and other issues, these are Jiangsu Province, scientific and technological innovation to enhance the urgent need to address the issue. Finally, the optimization of environmental science and technology innovation and development, investment in human resources to improve the technological innovation, promote the use of high-tech aspects of industrial restructuring in a bid to give the corresponding countermeasures to solve these problems.
