Study On The Influence Of Centralized Purchasing Of Medical Supplies On Medical Expenses

It is already 30 years since reform and opening up, China’s medical and health careers have unprecedented development, the scale of medical environment, equipment and facilities, medical and medical technology, all of them have made an unprecedented achievement. At the same time, some drawbacks in the current medical system also gradually exposed, one of the biggest problems is the high medical costs. "To see a doctor expensive" has become the current social and economic problems which has attracted great concern of the public. In recent years, our country medical expense rises rapidly,from 1980 to 2010, in about 30 years, total medical cost in our country has been increased by a factor of about 138, the average medical expenses in the past 30 years has increased by about 101 times, and during same period, China’s urban residents disposable income only increased about 46 times.The growth rate of the average medical expenses was obviously higher than that of the average disposable income of urban residents in our country, high health care costs have caused great economic pressure for the national and personal life. The proportion of the high value medical consumables medical treatment for the total cost is not high, but for some specific diseases, such as coronary heart disease 、 uremia and so on, they are the main part of medical expenses, and the proportion of the total material cost increasingly year by year.As high value medical consumables involved in disease ratio is increasing rapidly in the crowd of modern people, also it is more and more getting the attention of the government and the public. On the other hand, due to high value material technical aspect and so on, its production market mostly controlled by the foreign enterprises, and the domestic sales market also appear different levels of chaos, to some extent hindered the development of national medical and health care. Therefore to find the effectively curb high value medical consumables expense is urgent.This study is based on the first high value medical consumables project in the Jilin province, by the policy that the implementation of specific diseases and to study theinfluence of the patient’s medical expenses, to demonstrate the centralized purchasing can control the total medical cost. During the process of implementation, the whole process management evaluation method is adopted for the first time to analyze a centralized purchasing process.After centralized purchasing, compared with the lowest price that the medical institutions reported in the past 3 years, highest groups fell an average of about 30%, the overall drop about 20.88%, decline significantly. At the same time, all the products that in the shortlist are almost the lowest in the whole country.Research shows that the control effect of Jilin province first batch of high value medical consumables centralized purchasing of medical cost is obvious, also it has caused a positive effect for the government, hospitals, and patients. Through the centralized purchasing, can guarantee the quality of material from its source, at the same time, take centralized purchasing economies of scale and further reduce the material price, save the government departments, medical institutions and the human, material and financial resources of the enterprise, effectively reduce the material cost of sales and purchase part.
