Anti-poverty by relocating in other places is an important initiative for the implementation of the poverty relief through development by the government in the new period, and is an effective ways to promote urbanization, and to achieve the goals of eliminating poverty, ecological restoration and social progress. Nowadays anti-poverty by relocating in other places is faced with many problems and challenges, and the repoverty phenomenon still exists, so it is necessary to carry out in-depth study to provide the theoretical basis for practice. This paper includes two main parts. In the first part, On a micro perspective, this paper is trying to establish an analytical framework of farmers’ offsite relocation decision-making mechanisms, which firstly analyzes the content of immigrants’ costs and benefits, and then analyzes the general factors and policy factors influencing decisions, and then emphasizes the policy factors’ response to the general factors, and analyzes the use effectiveness of policy resources; Based on this, this paper makes an empirical analysis combining the typical household in Wutai. In the second part, at the macro perspective, this paper firstly analyzes the benefits of participants in anti-poverty by relocating in other places, including the integrated subject central government, and implement subject local government, and benefit subject farmers; and then this paper analyzes the current problems, including capital problem, land problem, employment problem and site management problem, and puts forward the corresponding suggestion. At last, this paper emphasizes the importance of government policy, and then emphasizes the great importance of how policy resources response the farmers’ discrepant demand effectively.
