| Education is the foundation for country’s plan, education is related to people’s livelihood. Access to the information and knowledge age, people’s livelihood and the value of education is increasingly being recognized. Education is one of the basic rights of citizens, civil society has created opportunities for equitable access to education for everyone. The level and quality of education, largely determine the state of human existence and well-being index, determines the chance and sustainable development, which has become the consensus of modern society. The so-called "knowledge change fate ’ educational achieve life," also reflects the value and significance of education to improve people’s livelihood.In modern society, education spending is not only an important part of government spending, and it is an important tool to improve the livelihood of people,which has strong public benefit, plays an irreplaceable role. Investment in education has become an issue concern of the current decision-making departments, but also an urgent need to study.However, China is still in the primary stage of socialism, has not low levels of productivity, efficiency, fiscal expenditure on education. How to control financial investment and maximize the use of educational resources,in order to meet the growing demand for education, this research has become urgent. Our capital expenditure of public education still exist following problems:the configuration is unreasonable,loss and waste investment capital,relatively low efficiency of financial management and other issues, public expenditure on education in promoting stable economic development and growth, equitable income distribution, resource reasonable allocation and other aspects of the role did not play to the maximum. In addition, the different aspects, different degrees in the performance of educational expenditure of 31 provinces exist, how to improve the efficiency of the provincial education funding, reduce regional disparities, truly achieve fair education, is the focus of this study.In this paper, the following sections center on the efficiency of public educationspending,in-depth and systematically study, the basic framework of this paper are as follows:The first part is an introduction, the part investigates the background and significance of the topic, analyzes the current status of education spending, raise some major problems that currently exist, and selected research methods, give an account of the possible innovation of this paper and some disadvantages exist.The second part is the theoretical analysis, the part analyzes the introduction of the concepts related to the efficiency of public expenditure and the theoretical basis of education, laid the theoretical foundation for the subsequent empirical analysis, at the same time, determine the content and direction of the paper,research methods used in this articleThe third part is the research the size and structure of the status of financial education expenditure efficiency, this chapter analyzes the data through our 31 years of financial education spending province,lay the foundation for empirical research,policy recommendations and the next chapters.The fourth part is empirical research. By DEA analysis method of 31 provinces in the efficiency of public education spending overall analysis, comparative analysis and evaluation, the use of static BC2 model estimates the efficiency of public spending on education, the use of Malmquist productivity index measured the dynamic efficiency. After building the regression model, the efficiency of the causes of differences in education spending come all regions, including two aspects, namely the elements gather and transfer payments differences.The fifth part of policy recommendations, through the analysis of the above sections, combined with the actual situation,give some useful countermeasure to improve the efficiency of China’s fiscal expenditure on education... |
