An Analysis Of The Property Income Of Urban Employees In The Perspective Of ESOP

Since the reform and opening up in 1978, China’s economic development has made remarkable achievements. Continuous improvement of living standards makes it is much closer to the goal of a comprehensive well-oflf society. However, the long-term hysteresis phenomenon of resident income level and the weaknesses of economic development and domestic consumption in expanding internal demand have become obstacles for the further development of China’s economy. Innovating new ways to increase resident income has been a concerned matter for the Party and Government.17th CPC National Congress Report first proposed, "Create chances for more people own property income"; 18th CPC National Congress Report also advocated "multiple channels to increase resident property income"; The 3rd Plenum of the 18th Communist Party of China reiterated the statement of resident property income in 18th CPC National Congress. It suggests that according to the actual development, income distribution patterns and reform objectives, the Party and Government put the increasing of property income in an important position.However, because of the large population and complex resident structure in China, there is a big difference in the approaches of property income between the different groups. Therefore, the development of policies and measures should be targeted. Workers in urban enterprise account for main position in urban residents. However, there is no research about the increasing approaches of property income of this group. ESOP is a mature system in the Western world. China has also been tried and reverted it in The 3rd Plenum of the 18th Communist Party of China. Based on this situation, this paper attempts to analyze the condition, characteristics and problems of the property income of workers in urban enterprise, and demonstrate the role of ESOP in increasing the property income of workers in urban enterprise, which are core issues in this article.This paper is structured as follows:Introduction part is the overview introduction of the background and significance, train of thought, methods, innovations and limitations.Chapter Two is the theoretical basis section and practical analysis section respectively. In Chapter Two, the paper discusses the concept, content and composition of property income, reviews its basic theories and research status quo at home and abroad, and explains the situation of the property income of workers in urban enterprise in different paragraphs.Chapter Three is the main part of this article. Based on previous chapters, this part shows that ESOP is a viable and important way to increase property income of workers in urban enterprise. In order to prove the innovative point, this paper will explain it from different perspectives. Firstly, this paper summarizes and explains the establishment, development, concept and connotation of ESOP, and then describes China’s attempts on ESOP. Secondly, through Sino-US comparison, this paper uses empirical method to study the current development and structural condition of the property income of workers in China’s urban enterprise and makes a conclusion that the development of the property income of workers in China’s urban enterprise is slower than economic development. There is a structural problem for property income of workers in urban enterprise. Then, the paper furthers on the role of ESOP and the mechanism of property income of workers in urban enterprise. It shows that comparing to other channels, at this stage, ESOP is an very effective way to enhance the level of property income and solve the structural problems. Finally, this part summarizes the conclusions of this paper.Chapter Four is the policy recommendations of this paper from the perspective of national idea and concept, legislation and supervision, policy and service, security and insurance. It proposes suggestions for taking advantages of ESOP to increase property income of workers in urban enterprise.
