Recently, the Labor Relations becomes more and more nervous according to the change of business environment, especially for the spread of global economic crisis and the new policies’ implementation. All kinds of large-scale and influential events keep popping up, just like the strike and the collective conflict. The representative events were the "poisoned apple" from APPLE, the "thirteen jump" from FOXCONN, and the Large Strike from WINTECH. After the back of high attention and wide discussion, people think it deeply that what’s the real reason for these kinds of events occurred? What’s the right and useful methods can be choose to prevention and reduce the labor problems when the company meets difficulties in business management.It is easy to find labor problems in Manufactory because of the large scale, the personnel intensive, and the difference of education quality. Here, the SIP (Suzhou Industry Park) was selected to be the sample for investigation and study, including the representative manufactory in this area. The methods of literature research, data comparison, case analysis, and logic reasoning were used in this paper to make detailed and systematic thinking. The purpose is to find the useful system of ERM (Employee Relationship Management) to solve the labor problems.First, this paper reviewed the history of the research about ERM theory. It also deeply thinks about the connotation and the key reason that influence ERM. According to the literature research, this paper show out the traditional causes and regular of the labor problem, and then make it clear about the effective ERM system’s basic theoretical model for controlling the labor problems.And then, this paper also researched the manufactory’s management and ERM status in SIP. It also referenced the data from HRD and the special department of the Government. According to the arrangement for the characteristic of opening, large scale, quickly spread, and also the analysis for the labor problem’s reasons, such as policy change, economic environment, company culture, manager’s thought, this paper gives out the important method from four sides of culture building, legal system, unity thought, and communication system.Finally, this paper establish the ERM system which is based on GWP (Great Work Place), and can build trust culture, legal system, equal communication, and a security organization.
