Research And Development Of Yunnan Provincial People's Mediation System

The thesis stems from the practice of people's mediation work of Department of Justice of Yunnan Province. The main purpose is to study and develop a management system for the people's mediation work in the new stage of social progressing in the province through the research, development and practices in the field of the people's mediation work. By lucubrating the professional procedure, the system is programmed flexibly and stably, and qualified the requirement of people's mediation work. Simultaneously, it possesses outstanding characteristics and can be effective to all aspects in the management of the people's mediation work, e.g. organization, disposal by mediation and analysis etc.The people's mediation involves itself a large number of organizations and staffs, accurately say, covers 1377 judicial administration stations and tens of thousands of mediators. The thesis firstly, analyzes the procedure based on demand-side, then on this foundation a management system on mediation is devised and offered to use for staffs in judicial administration stations through internet. The management system on mediation is generally described in the thesis, focusing on exposition to modules, EC tools, core technology and key usage. Meanwhile, the practice of control active, workflow technology and office administration software related to mediation work have been under consideration and put into implementation.The strong functional system with characteristics of stability, open-ended, flexibility and security, has solved the problems of the information timeliness and statistical analysis convenience etc. The system is easy to be mastered and promoted for B/S structure design.In addition, in the thesis the practice and the status in practice of the system has been briefly described, and some opinions on the perfection, development and future promotion of the system are given to be criticized.
