The charging of students'surfing on the internet, the governing of their visiting to websites, and keeping the data transported through the campus-nets secret are the problems that need quick settlement in many colleges in respect to the governing of campus-nets. Based on the specific situations of our school, the system is designed. It includes testing server , charging server , database server. the part of charging and safety governing is based on JAVA, and functions in charging server.Database server, used to deposit the students'information employs SQL server 2000. This system can achieve the goals of timely-counting of network-users'cost and the governing of the visited websites, and can also keep user'important information secret to improve the safety of campus-nets.
