The Policy Settings Under The Perspective Of Network Monitoring

With the rapid development of the network in china, the adverse effects of the network also come, and problems of the network appear incessantly. So, different groups strong appeal for network supervision of government. Beginning with the policy agenda, this paper will analyze why government starts to supervise the network, which factors effect the decision of the government, and which measures the government chooses to supervise the network under the pressure from the public. Then we will analyze the causes of these problems and find the advancement and the weakness in the network supervision policy process.Through analyzing the material collected and the results of the policy of the network supervision, this paper considers that public participation in the network supervision policy process is increasing. The groups surrounding the network, for example network operators, websites, network advertisers and network users, express their requests toward government. They show their power and force government to face the problem of the network and to supervise it. However, in the policy process, there also exist many problems making the supervision policy fail. From the policy setting process perspective, this paper will analyze the cause to find the solution, and believes that perfecting the process of the policy about network supervision can help to perfect the network supervision, to get a good result of network supervision, to maintain good order of the network society, and to improve the development of network of china.
