Public sentiment is an important issue of human social life. Though it is invisible and its trail is blurry, it does have crucial influence on the realistic society. Sometimes it works silently as the cohesion of the people, sometimes it confounds right with wrong. With the rapid development of network, information technology and the realization of the link between internet and telecom net, the network has penetrated all the aspects of the social life at striking speed. Virtual society, the new form of social organization, has officially boarded on the stage and becomes the main communication and exchange platform of people quickly. The online public sentiment is developing to be strong accordingly. Compared with the traditional public sentiment, the online one has the outstanding feature of fast form, powerful influence and the advantage of organizing and mobilizing. The online public sentiment greatly impacted the social stability, which brought big challenge to the public administration.This paper firstly made primary analysis on the development of public sentiment, discussing its importance and two points of view emerged during the administration history in China. Starting from analyzing the form and characteristic of virtual society, the paper studied the feature of the online public sentiment, and then expounded the "double-edged sword" influence on the social stability of the online public sentiment by the means of inter-proving of the case and theory. On the base of the above study, proposed the corresponding measures of establishing right behavior standard of virtual society, enhancing the capability of discovering, tracking and early warning, improving tolerance and response capacity and increasing net citizens'self-discipline and rational level.
