In the system security aspect, from several aspects of the operation system-level safety control, the DBMS level safety control, the user authentication, the data accessing control, the database backup and restore is condidered and planned. Considering of the security problem of user password's store and the transmission, the JAVA MD5 algorithm module is introduced, in order to solve the security of user password, and the tools of RDBMS are used to restore and backup data.System consists of the earlier period and the later period equipment management and the data management, which realizes the entire life cycle of the equipment by started from the equipment purchase to the discard of the equipment, realized the majority demands basically of the Unicom 's equipment management, had the good user interface, the system maintenance is simple, the cost of construction is saved.Development of system follwed the pattern of approach the original form gradually, after period of time use, the new demands are proposed again, along with the Unicom organizational reform, also needs to carry on the revisions.
