The basic idea of Software Radio is developing radio system on a open and standard hardware platform, using various software programming methods. U.S. military's Joint Tactical Radio System (JTRS) is based on the Software Radio technology, and its main purpose is to make a single radio meet the communication needs which is muti-modes, muti-frequency bands, and muti-communication systems. The JTRS's software architecture is called Software Communications Architecture (SCA), which grows as JTRS grows and becomes a mature and common standard when developing software radio systems now.SCA is a open architecture framework which is independent from implementation. Based on SCA, the development of a software radio system includes Core Framework, waveform application, SCA node and system integration. A feasible method to develop software radio is that using mature commercial Core Framework product and focusing on the design of waveform application and node. SCARI++ Core Framework is a implementation of SCA architecture which is developed by Canada Communication Research Center (CRC). Also, the integrated development environment and component develop library in the SCARI++ Suite can offer great help when developing waveform application and SCA node.The key point of this article is research on method of developing SCA system based on SCARI++, and finished the work of node development and waveform development in the SCARI++ integrated development environment. First, this article introduced SCA clearly, including the basic concept such as Operating Environment, Core Framework, waveform, and node. Then, this paper discussed each part of the SCA system development about their requirement and implementation, so the method of developing a SCA system based on integrated development environment is summarized and put forward further more. After introducing some of the SCA development tools and why we choose SCARI++ platform, a real SCA system was developt on the SCARI++ platform including the node development and the data link waveform development. At last, testing has been done about the waveform function and system integration. The testing results shows that, the system developt on this method meets the characteristics of the SCA specifications, and can be reused and configured. Also, the whole development is a profitable experiment in the field of software radio and SCA research, which may also have some inspiration and reference to the follow-up relevant study.
