E-political affairs can not only increase the transparency of the political affairs of China, improve the quality of governmental services, but also serve its democratic politics development. The e-political affairs construction has offered a number of convenient ways for the public participation in governmental policy decisions. In regions where the Internet is popular, government net stations are gradually becoming an important channel of communication between the government and the public. From the angle of the effects of application, the working efficiency of the internal organizations of the government has improved greatly by way of network communication and information sharing. Although the e-political affairs of China have improved considerably in recent years, there do exist a number of problems, which restricts further development of the e-political affairs of China.E-political affairs have become an efficient means of improving the working efficiency of various government divisions. Therefore, there is an increasing demand of the e-political affairs system and functions. Besides, the biggest barrier that restricts the present e-political affairs development of China is that it has poor expandability, low interoperability, is possible to form"information island", etc. The SOA system structure, as a new computer application programme architecture model, provides us with a system architecture model that satisfies the requirements of flexibility, expandability, and easy application, and well solves the information island problem of e-political affairs.This paper takes the example of the structural model technique that conforms to the service system, studies the distributive e-political affairs work flow and e-political affairs data-exchange system, and analyses the application of the service technique in e-political affairs system, proposes the design principle, methods, and development application model of constructing the integration platform. In addition, it designs and realizes the user interface, business logic layer, and data persistence layer according to the functional requirements of comprehensive business integration platform proposed by the provincial meteorological departments. Finally, it realizes the service-oriented provincial level meteorological comprehensive business integration platform.The design and realization of the service-oriented architecture (SOA) meteorological comprehensive business integration platform integrates the isolated sub-systems into a harmonized, highly efficient meteorological information sharing system, which solves to a great extent existing problems and realizes the inter-language and inter-platform isomeric systems exchange.
