| Shanghai is one the most important ports of China. Not only the throughput of Sea Cargo keeps ahead domestic level, but also the throughput of Air Cargo does so. According the list of 30 civil airports which has the biggest freight capacity issued by Airports Council International (ACI) in March.2006, Shanghai Pudong International Airport wins the sixth position in global by the cargo and mail throughput of 2.1593 million ton, and become the No.1 of China, the international and regional cargo and mail throughput is 1.8377 million ton, takes the 85.11 percent of whole throughput. The trend keeps ascending.Shanghai Pudong International Airport is building the third airstrip. Now the hardware level is the world class,but the software leve has the space to improve. The focus is on the low efficiency of the Import Logistic. The Import Logistic makes up of the Enterprise part and the Supervision part. The Enterprise Logistic of Airport has higher level than the Supervision one. So the mainly bottleneck is on the Supervision Logistic.The Supervision Logistic concerns two government departments, China Custom and China Inspection and Quaratine Bureau (CIQ) . The electronical level of custom supervision is higher than the one of CIQ. So it's the emphases studied by this thesis. This thesis found the difficulties of the electronical supervision of the import air cargo to study and solve by analyzing the current situation of CIQ import air cargo supervision and the current situation of domestic port logistic electronical supervision. For example, the integration of many kinds of isomerous information system, the implementation of mobile checking and examining and the security of the electronic instruction, etc. Finally I'll deliver a total solution for implementing the entirely electronical supervision, and make the conclusion of the mainly problems and the solution as referrence for the development of China port logistic electronical supervision. |
