With Web services increasingly growing, it is key for this technology to develop and deploy that how to find appropriate to meet application for a client when he or she is faced with more and more services with similar functionality.Well-developed and widely used Web service advertisement and discovery mechanisms and technologies, such as UDDI, ebXML, are based on natural language and taxonomy search mode, lack of semantic description for services and logic reasoning. Registries implemented by these technologies and standards accommodate all kinds services from different domains, storing replicated information. So for clients, all registries are not different. However, this way is not realist, resulting into many unrelated services. Besides, for different consumers with different requirements levels, QoS(Quality of Service) is also an important factor that must be considered.To break through intrinsic limitations of traditional methods, a lot of researches and practices have attempted to enhance discovery capability with semantic ontology. In combination with former work, this thesis presents a kind of semantic and QoS based Web service publication and discovery broker model(SQBroker). This model can significantly promote discovery efficiency by registry selection, service matching and QoS based optimal service selection. It brings in ontology to describe services and their QoS properties and uses domain ontology to classify registries. A strategy to monitor and record work states of service provider and advise providers resource allocation plans is also developed.
