Digital signature is the most significant service offered by neoteric crypotography. It is not only the base of making both sides of communication confide in each other in computer network,but one of the crucial factors in carrying out E-Government and E-Business. It is very various for application environment and methods of digital signature . Though the cryptographic experts and scholars have explored different signature techniques to various applications, With the more and more complex in both methods and structure of network communication. Because of the development in E-Government and E-Business, the new demands of application incessantly brought forward. For instance, a document is available signed by several persons in OA System and a contract is admitted in law signed by more managers in both sides of cooperation. Traditional digital multisignature makes the less efficient for application system owning to its huge count, complex structure and long time for verifying signature. At the same the users without special knowledge feel inconvenience. Therefore, it is very essential to unifying complex signature structure, generating secret key quickly and conveniently for multisignature.This paper further expends to the multisignature based on Schnnor put forward by Kazuo Ohta and designs a whole structured multisignature scheme. The scheme has several characteristics as follows:1) It is a separate multisignature based on Schnorr scheme.2) It can realize sequence signature, parallel signature and mixed signature.3) The length of this signature is the same with that of single signature, and not related to the count of signers4) The verifying method is the same as single signature and is convenient and quick.Structured multisignature can disperse power and responsibility of signers. The structured multisignature tool package given by this paper improves signature efficiency by unifying three multisignature strctures using XML. So this paper's multisignature scheme is more suitable for many significant cryptography applications, such as secure and efficient document-affirmation in E-Government and E-Business. The structured multisignature purposed by this paper can perfect the technique development of E-Government and E-Business and The OA system.
