In recent years, the rapid development in information and communication technologies brings a new opportunity for the introduction and popularity of Telemedicine, but the traditional mode of Telemedicine can't meet the further development of itself. To solve the urgent problem, a WEB-based Telemedicine system is studied in this paper. It can implement the functions required by Teleconsultation, and explore new ways that integrate Internet and Telemedicine more closely.Firstly, this paper described the basic concept and development of Telemedicine. The architecture of J2EE technology, Struts and Hibernate framework also overviewed. Subsequently a detailed analysis and design is carried out. From the general structure, the system is divided into four layers: view layer, control layer, service layer and persistence layer. In the function, the system can be divided into three modules: CR management module, consultation management module and system management module. CR management module is consisted by three sub-module: text information management sub-modules, image data management sub-module, consultation advice management sub-module; consultation management module contains four sub-modules: consultation process management, consultation statistics management, consultation feedback management, video consultation; system management module contains three sub-modules: user management, the role of management, log management. In achieving, the general steps of system development is proposed, and the function of inputting medical information is achieved as an example. Finally, the system development process and the results were summarized, and more applications in Telemedicine were prospected.The contribution of this paper is to design and achieve a full-featured Web-based Telemedicine system. The system can achieve the workflow of Teleconsultation, increase efficiency, regulate medical writing, manage effectively medical records, and improve the quality and effectiveness of Teleconsultation. In the realization of the system, MVC and DAO design pattern are applied in the system-level design, thus it can reduce the coupling effectually.
