With the rapid development of network, network has been much larger and more complicated. As a result, network management is becoming more and more important. Now, network management has been one of the key technologies of network development. It guarantees the network running credibly, safely and fast. It also plays important role in current network development. Element Management System implements the management of network devices, and it is the basic management of the whole network, and determines the quality of network services.Remote network MONitoring,Mobile Agent,WEB and XML are the most popular used network management protocols in current implementation.Among these, XML has best data storage format and data structure, and is the most extensible and easier for internet transimission.XML-based Management technology is now becoming a novel way for network management.Nowadays the openness of Internet and the technology of P2P initiate the popularity of P2P files sharing and videos tranmitting on Internet. The network traffic of kinds of P2P protocols increases rapidly and consumes the most bandwidth of the Internet. As the result, the QOS is decreased greatly, at the same time the network management difficulties are raised for ISP. Aimed at solving the contradiction, developing the unified Resilient Overlay Network is proposed. Being a concept framework, it is configured at the top of Internet. It can not only provide the distributed control, but also can support all kinds of new application services.By researching XML-based Management technology and principle of Resilient Overlay Network, this paper designs an XML-based Element Management System of Resilient Overlay Networks. The XML technology is used to describe,show and proceed management information. The paper designs the whole services and the system architecture of XEMS, features of the system are also included. Furthermore, the paper deeply researches several key technologies of the XEMS, including the management of peers,traffic controling,measuring,router optimizing,service management,and search management. The paper gives a overall structure of Network Element Management System, introduces the functional modules design of network element management system, and describes in detail the work flow and the main implementation procedures. The Database MYSQL is used by the network element management system. The Network Element Management System uses J2EE as a platform and uses multiplayer architecture, and then applies MVC design mode. The Network Element Agent application uses programming language C++ and uses tool libxml to encapsulate and analysis XML file. Finally, it evaluates simply major functions and performance. The appearance of RON provides an effective solution for relieving the tremendous pressure that the P2P traffics brought the network operators. The Network Element management system plays an important role for managing the Resilient Overlay Network. The system prototype implemented currently has been evaluated in the lab, and the result can basically satisfy the design requirements of the system.
