The real-time image monitoring system is essential to construct the integrated supervising system for substation in which nobody keeps watch and strengthen the watching of business hall. The traditional image monitoring system is not capable for this take. This paper presents a new image monitoring system which has applied LPLC and wavelet based codec.In this paper, the architecture of the image monitoring system is analyzed and the core technologies for developing IMS. The image compression technology is focally presented. This paper researches on the wavelet based video coding algorithm, and presents a low bit rates wavelet based video compression method, designing and implementing a wavelet based codec. The codec adopts the integer wavelet transform and effective zero tree coding algorithm, and reduces the bit rates through inter-frame compression, making use of the characteristic of video sequences, that is the neighboring frames are closely related. In this paper, the principles, the structures and the functions about the SS and OFDM technologies is analyzed. And also there are the advantage and the weakness in the PLPC application. This paper Introduced a many of PLPC integrated circuits made in the companies abroad and Supplied outlook of the OFDM applying foreground. Use theory of the SS and the OFDM, and researched LPLC application, and overcome the limit of the traditional PLC. LPLC has it selves predominance in the anti-jamming capability. At last this paper designs IMS according to a real example.
