| The Usage Control Model is considered as a right control model for the next generation. It includes subject, object, authorization , certification, obligation and condition etc. The UCON contains not only the traditional Access Control Technology, but also the Digital Rights Management Technology. This set of right control models, which can fulfill most requirements of right controls, has also become the focal on point in the field of computer information and security in recent years.The paper first introduces the mainstream models of access control and digital right management, as well as the concept of right control service platform, followed by the discussion of the main function of right control service platform and the design of each concrete function module. The application of the right control service platform in the media information supermarket and the platform of science and technology reward is also introduced afterwards.
