Expressway has been playing an essential role in the national economy. In particular, as the continuing growth of transport demand and the frequently occurred traffic incident, the intelligence of expressway monitoring system gradually become the focus of traffic management. It also made clear that intelligent transportation technology of the expressway should achieve the international advanced level in the"The 11th Five-Year development planning of road and waterway traffic"publicized by state.This dissertation takes a monitoring system of Mian-Guang expressway in which the author participated as its background. Because of the simplification of functional structure and other issues, which the current expressway traffic control system in the actual operations reflected, after analysis the technical application at domestic and abroad, the author who coupled with the national conditions and long time engineering experience proposes "hierarchical intelligent control based traffic control program", based on the theory of intelligent coordination control and the fuzzy control and the model of expressway traffic flow.The program is proposed step by step. First, it review the development of Mian-Guang expressway traffic monitoring system project and traffic control systems at home and abroad. Second, it explain the basic theory of "hierarchical intelligent control based traffic control program". Then, on the qualitative analysis of the impact of freeway traffic flow of various factors, design the architecture of Mian-Guang expressway traffic control system architecture and give"optimum speed solving model of the running line"with the theory of fuzzy control. In this model, it got the minimum total journey time, largest service flow of intelligent control performance indicators through the real-time publication of the best velocity of traffic flow in the main line.
