With the development of internet and network technology, Internet has become more and more popular around the world. It makes the people's daily life easy to use various kinds of information. And by and by, people can't depart away from it any more. But at the same time, we can't just disregard a problem, which is the network information secure management in front of us. Some related information statistics has been showed that among millions of information, some bad information is included, which seriously and harmfully affects the society. So it is necessary to audit the information that illegal activities by computer network are increased at the rate of 30 percent per year in our country. Facing the trend, users need the tools that can be used to analyze, diagnose internet function and security more and more. Those means need to get the network transmission data and capture it while working to realize real-time monitoring of internet data. Networking information monitoring is one important part of safe nets, which is significant for the ordered management of computer network.This paper explains the presence and development of network monitoring technique and points out some new designing ways about it and analyzes the filtering model and protocol analysis ways in detail. And then as for switched Ethernet, the author has put forward a way that use ARP deceiving technique in order to monitor users' data. This basic principle of the system is that mainframe computers send the data, which had been given to the gateway by using ARP deceiving technique, and capture all the data packages through WinPcap and then decode the packages. That can complete monitoring network and find out the mainframe computers and activities violating the on-line policies and give an alarm. It makes soft wares, which be used in the switched Ethernet disposition, easier and can bring about the monitoring function only by the soft ware installed in subnet and connoted with any of mainframe computers on the switch.The paper studies the network monitoring system and gets help from the ARP deceiving technique to realize network monitoring and on-line control which is pointed to one or a set of machines and then in order to monitor the whole internet.
