Moving targets detection and tracking related to computer image processing, video image processing, pattern recognition, artificial intelligence and other areas, is widely applied in many aspects such as military, industrial, life, and so on.This paper mainly focuses on moving targets under the dynamic background, especially under the sea background. The study is divided into three areas: image preprocessing, the moving target detection, and tracking of moving targets.In the image preprocessing aspect, the segmentation approaches of the sea-sky background are summed up. In order to restrain noise near the sea-horizon, the effect of the mean filter is improved using detection result of the sea-horizon. And the morphological method is applied in filtering and removing the noise, thereby the image quality is improved.In the moving targets detecting aspect, the top-hat transformation is applied in the detection of moving targets under the sea-sky background. Based on analysis and comparison of several detection methods, the effect which the template matched is improved separately combined with the frame difference method and the top-hat transformation. These improvements balance algorithms'complexity and the reliability. In addition, a new detection method using morphological reconstruction is improved, and the trail produced by the target traveling is processed, too. The experiments show that this new method has certain common use.A preliminary study has also been done in tracking moving targets. The targets are located by targets'shape center and the smallest rectangle frame in this paper. Using the nearest domain method to predict targets'position, the search scope of targets is reduced, and tracking speed is improved.
