Video surveillance is one of the chief fields in IT technology. Video surveillance technology not only has a promising broad future in human's daily worklife, but also plays a more and more important role in many fields, such as resource, national defense, traffic and etc, in which intelligent video surveillance system is commonly used. Further more, the technology of detection and recognition of moving objects in video sequences, the core technology in the intelligent video surveillance system, is also one of the significant technologies in the field of streaming media.According to the application background of intelligent video surveillance system, this paper develops digital image processing and pattern recognition methods, and designs a method to detect and recognize moving objects in video sequences. This paper puts emphasis on the moving and changes detection, extraction of moving objects and moving objects recognition. In moving and change detection, an algorithm is put forward which combines the advantages of background difference and sequence difference, in order to detect moving and changing objects in sequential images. In moving objects extraction, this paper discusses the two methods below, one is two images difference method to extract moving objects, the other is three images difference method, and at last , a method is presented for moving objects extraction, based on region growing algorithm. Moving object recognition adopts an effective method based on the extractions of size and color features of moving objects. In order to successfully implement these algorithms above, simulation experiments have been carried out. And the results showed that, moving objects in sequential images can be detected and recognized similarly by using the algorithm presented in this paper.
